Undersecretary of Finance
Francisco Moreno has a law degree from the Pontifical Catholic University of Chile and a masters in law (LL.M.) from the University of California at Berkeley.
During President Sebastián Piñera’s first administration, he served as chief of staff of the Planning Ministry (2010-2011) and later as legislative coordinator of the Finance Ministry (2011-2014). From this latter position he participated in the preparation and filing of numerous bills.
During his career he has worked as legislative coordinator of the Latin American Center for Economic and Social Policies CLAPES UC (2014-2018); General Secretary of the National Press Association ANP (2014-2018); Prosecutor for the Social Media Ethics Council (2016-2018); partner of the law firm Philippi, Yrarrázaval, Pulido & Brunner (currently Philippi, Prietocarrizosa, Ferrero DU & Uría) (2004-2008), lawyer of the Neighborhood Legal Assistance Program of the Municipality of Putre (XV Region of Arica and Parinacota) and researcher of municipal affairs at the Jaime Guzmán Foundation (2000-2002).
He has also served as Professor at the Faculty of Law of the Pontifical Catholic University of Chile.
